I had an opportunity recently to visit the 1969 ARPA planning meetings with a well-connected time traveler friend.
"General," said the Senator, "I don't care if you can't see a way for this to succeed. The President says he wants adorable cat pictures with ironic pidgin captions spread throughout the world within 40 years. We can't let the Soviets beat us on this one. It was embarassing enough that we had to fake the moon landing. Now, you find a way to make the pictures happen, or we're all fired."
